Empty databases supplied by OpenEdge

OpenEdge supplies a collection of empty databases in a variety of code pages. These empty databases reside in the DLC/prolang directory in subdirectories by locale. For example, the DLC/prolang/jpn directory contains empty Japanese databases, and the DLC/prolang/tur directory contains empty Turkish databases.
